JOB SUMMARY:

This position is located in the Office of Enterprise Business and Software Services (EBSS), Software Services (SS), within the Office of the Chief Information Officer (OCIO). The incumbent reports to the Software Services manager. As an Applications Systems Developer the incumbent is primarily responsible for design, development, and maintenance of Agency Intranet and web-applications, with increasing emphasis on the modernization of such systems, as well as their integration with existing internally and externally developed systems. Activities associated with this position typically include systems design, modification, procedural changes, user liaison, analysis and research and development. The individual works closely with staff from agency program offices, other senior level technical experts, developers, as well as contract staff. The individual is responsible for providing leadership, technical advice, and consultation for development and implementation of Intranet and web-based solutions throughout the agency. The incumbent will be responsible for providing web development services for SharePoint solutions, as well as replacing and/or integrating with legacy applications based on older web technologies.

    Performs work involving the analysis, design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software. Participates in implementing commercial off-the-shelf (COTS) software or developing customized applications. Prepares inputs, outputs, flow diagrams, decision logic tables, and linkages with other applications systems. Tests, validates, and documents the applications.
    Installs and maintains Web-based systems, Web-based information services, and/or Web-based research tools and e-Government operations.
    Creates and/or maintains agency Internet/intranet Web site(s), including Web applications, and services including those supporting e-Government usage.
    Researches and/or analyzes information technology (IT) problems, issues, or program requirements relative to promoting products and services to agency mission area programs.

    This is an Excepted Service Appointment. Initial appointments to the Peace Corps are normally for 60 months (5 years). Employees are paid on the Foreign Service pay scale and receive the same benefits as other Federal employees. A background security investigation will be required for all hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination. Qualified internal applicants will receive first consideration.
