Applications are invited through ONLINE mode only in the prescribed proforma to be made available on WEBSITE (www.tslprb.in) at 8.00 am from 10-02-2016 to 03-03-2016 (Midnight) for recruitment to the following posts. The registered candidates may download their Hall Ticket one week before the date of Preliminary Written Test, which will be held on 17-04-2016 (Sunday) from 10.00 AM to 1.00 PM. The number of vacancies indicated is only tentative and is liable for change without giving any notice. The Candidates who are desirous and eligible may apply through ON-LINE mode only by satisfying themselves with the eligibility conditions of this recruitment. 1. Candidates should possess a soft copy of his/her passport size photo + signature Combined in jpg format. The application will be rejected, if the candidate uploads the Photo without Signature. The size should not exceed 50kb (Minimum size >10kb). Please note that if the type of file is not in jpg/jpeg format, the system will reject the same and you may not be able to ‘complete’ the process of filling up of the remaining details of the application form. 3. Candidates should not submit more than one application form. 4. Post Codes are from 11 to 14 & 16 to 17. Preferences / Options once exercised are final and cannot be changed later. Candidates are advised to fill up all the preferences with respect to posts / Zones. His / Her candidature will not be considered for the posts / zones which are left blank / unfilled. 5. Registration Fee for the Candidate belongs to Telangana State OC / BC: Rs.500/-, SC /ST: Rs.250/-. 6. The prescribed Fee has to be paid by the candidate in any of the branches of TS(AP)- Online / Mee-Seva / E-Seva / Credit or Debit Card / Net Banking as mentioned in the notification. After paying the Fee, the candidate will be able to fill his/her application form online. 7. Candidates can use the "Apply Online" in the main menu option to fill his/her application form online. 8. False information and Suppression or Concealment of facts will result in disqualification and liable for prosecution. 9. Once the candidate submits the application, no corrections can be made. Hence candidates are requested to carefully verify the details before submission. 10. After successful completion of Online Application the candidate will receive an email/SMS alert. (Check SPAM folder of your email account if you have not received it in INBOX). 11. Candidates are expected to behave in orderly and disciplined manner while appearing for the examination. Any impersonation will be viewed seriously and liable for prosecution. 12. Candidates are advised to carefully read all the instructions and understand before clicking on "I AGREE". 13. Candidates should satisfy themselves of their eligibility before applying. Mere issuance of Hall Ticket to the candidate will not imply that his/her candidature has been finally cleared by the TSLPRB. FEE STRUCTURE: a) Payment of Fee - The applicants belonging to OCs/BCs shall pay a fee of Rs. 500/- (Rupees five hundred only) and those belonging to SCs/STs shall pay a fee of Rs.250/- (Rupees two hundred and fifty only) towards Application Processing and Examinations. b) Mode of Payment of Fee: I Step: The candidate has to visit any of the Mee Seva (e-Seva) / TS Online / AP Online centers to pay the prescribed Registration Fee by providing his / her Basic personal details like Name, Father Name, Date of Birth, Mobile Number, Community, Gender and SSC Hall Ticket Number or its equivalent and other details etc.. The candidate may also pay through Payment Gateway (Credit card/Debit card/ Internet Banking) and can submit online application form at www.tslprb.in. II Step: After receiving the Payment Receipt from Mee Seva (e-Seva) / TS Online / AP Online, the candidate has to visit the website www.tslprb.in to submit the online application form. Even after making payment of fee, candidate fails to submit the Online Application Form, such applications shall be rejected without giving any notice and fee once paid will not be refunded in any case. 4. GENERAL INSTRUCTIONS: 1) The candidates are required to go through the Notification carefully and decide themselves as to their eligibility for this recruitment before applying and enter the particulars completely ONLINE. No relevant column of the application form should be left blank; otherwise the application form will not be accepted. 2) The Telangana State Level Police Recruitment Board (TSLPRB) is not responsible, for any discrepancy in the application particulars while submitting the form through online. The candidates are therefore, advised to strictly follow the instructions in their own interest and to verify the contents before submitting the online application. 3) The particulars furnished by the candidates in the Application Form will be taken as final. Candidates should therefore, be very careful in Uploading / submitting the application form online. The particulars made available in the website shall be processed through computer. 4) Incomplete / incorrect application form will be summarily rejected. The information if any furnished by the candidate subsequently in any form will not be entertained by the TSLPRB under any circumstances. Candidates should be careful in filling-up the application form before submission. If any lapse is detected at any stage of the recruitment process, the candidature will be rejected. Rc.No. 01/Rect./Admn-1/2016, dtd. 06-02-2016 Page 4 of 44 5) The applications received online in the prescribed proforma available in the website and within the prescribed time shall only be considered and the TSLPRB will not be held responsible for any kind of discrepancy. 6) The candidates should not furnish any particulars that are false, tampered, fabricated or suppress or conceal any material information while making an application through website. In case at a later date if it is found that any false information is provided, punitive action will be taken as per law. 7) All the testimonials issued by the competent authorities shall compulsorily be produced as and when required. If the candidate fails to produce the same, his/her candidature will be rejected / disqualified without any further correspondence. 8) The claim of the candidates with regard to the Age, Date of birth, educational qualifications, community etc., are accepted only provisionally on the information furnished by them in their application form and certificates produced, subject to verification and satisfaction of the TSLPRB. Mere admission to any test or inclusion of the name of a candidate in a Merit List will not confer on the candidate any right for selection. The candidature is therefore, provisional at all stages and the TSLPRB reserve the right to reject his /her candidature at any stage of the selection without giving any notice. 9) The candidates are requested to check their eligibility criteria carefully and a) fill in all the relevant columns in the online application form b) care should be taken to ensure that the preference for Post Code Nos.11 and 12 (for Men & Women) and for Post Code Nos.13 to 14 & 16 to 17 (for Men) is clearly given in the application form. 10) The candidates shall bring IN PERSON the following documents in original along with one set of Xerox copy duly attested by a Gazetted Officer while coming for attending Physical Measurement & Physical Efficiency Test compulsorily. Failure to produce the same will lead to rejection of the candidature. a) Secondary School / Matriculation certificate or equivalent certificate in support of the date of birth. b) Educational qualification – Degree or its equivalent examination certificate. SC/ST candidates who have not passed the Degree or its equivalent examination but passed Intermediate or its equivalent examination and studied Degree must submit the Intermediate certificate or its equivalent examination and three years Degree study certificate. c) BC candidates who wish to claim concession in age and also reservation specified for the Backward Classes should submit the LATEST Community Certificate and certificate of their exclusion from the Creamy Layer issued by the competent revenue authority. Rc.No. 01/Rect./Admn-1/2016, dtd. 06-02-2016 Page 5 of 44 d) The SC / ST candidates who wish to claim concession in age and also reservation specified for the SC/ST, should submit the LATEST Community Certificate issued by the competent authority. e) Certificate from the competent authority in respect of State Government employees / those who worked in the Army, Navy or Air Force of the Indian Union / NCC Instructors / retrenched temporary employee in the State Census Department during 1991 for claiming age concession. f) Residence certificate in the agency area from the competent authority in respect of candidates belonging to Scheduled Tribes and Aboriginal Tribes in the agency areas who claim relaxation in physical measurements. g) Study certificate issued by the School authorities or Residence certificate (in case the candidate not studied in any Educational Institution preceding to SSC/Matriculation or equivalent (Private study)) issued by Tahsildar of the concerned Mandal, for determining local status. h) Certificate of CPP / Certificate of CDI / Certificate of PE / Certificate of PM / Certificate of CSPF/Certificate of Members of SPF issued after the date of notification, wherever applicable. i) Ex-Servicemen certificate / Meritorious Sports persons Certificate / NCC A,B,C certificate etc., wherever applicable. 5. Women Reservation : 33 1/3 % of vacancies in each category are reserved for women for the Post code No.11 and 10 % of vacancies in each category are reserved for women for the Post code No. 12 under direct recruitment. In the event of non-availability of eligible and suitable women candidates, the vacancies reserved for them shall not be carried forward to the succeeding recruitment and shall be filled up by men candidates of respective category. The reservation for women will be a horizontal reservation following principle of sufficiency i.e., the reservation of women candidates shall be adjusted proportionately in the respective category to which the women candidate belongs. 8. Rules Governing the posts :- (a) The recruitment to the posts mentioned in the Police Department (post code nos. 11 to 14) is being made as per the provisions of the A.P. Police (SCT) Rules, 1999 (Adaptation Order) 2015 issued by the Government of Telangana in G.O.Ms.No.96 Home (Legal) Department dated 31-12-2015 and the amendments thereon. b) Recruitment to the posts mentioned in the SPF department (post code no. 16) is being made as per the provisions of G.O. Ms. No.208, Home (Pol.F) Department dated 20-08-1997 r/w G.O.Ms.No.135 Home (Legal-II) Department, dated 14-06-2013 and further amendments thereon, as applicable to the State of Telangana as per A.P. Re-organization Act, 2014. c) Recruitment to the posts mentioned in the Telangana State Disaster Response & Fire Services department (post code no. 17) is being made as per the provisions of Fire Subordinate Service Rules, 1992 issued in G.O. Ms. No. 568 Home (Prisons-A) Department dated 24-11-1992 read with G.O. Ms. No. 98 Home (Prisons-A) Department dated 12-05-2008 and G.O. Ms. No. 110 G.A. (Ser.A) Dept., dated 28-02-2008 read with G.O. Ms. No. 216 G.A. (Ser.A) Dept., dated 17-04-2008, as applicable to the State of Telangana as per A.P. Re-organization Act, 2014. 9. Special Representation (Reservation) : i) The rule of Special representation (reservation) i.e., BC-A, BC-B, BC-C, BC-D, BC-E, SC, ST and Ex-Servicemen provided in Rule 22 & 22-A of State & Subordinate Service Rules, 1996 as applicable to the State of Telangana as per A.P. Reorganization Act, 2014, shall be applicable. ii) The vacancies reserved for special categories i.e., Police Executive (PE); Police Ministerial (PM); Meritorious Sports Personnel (MSP); National Cadet Corps Rc.No. 01/Rect./Admn-1/2016, dtd. 06-02-2016 Page 8 of 44 (NCC); Children of Police Personnel (CPP); Children of Deceased & Incapacitated police personnel (CDI); Member of Special Protection Force (MoSPF); and Children of Special Protection Force members (CSPF) shall be adjusted in a horizontal manner i.e., the reservation of Special Category candidates shall be adjusted proportionately in the respective communal category to which the candidate belongs. Pertaining to Backward Classes, SC & ST 10. Relaxation in upper age limit (as given in para 13 (B) (a) and / or reservation to ‘BC-E group’ will be subject to the adjudication of the litigation pending before the Honourable Courts including final orders in Civil Appeal No(s). 2628-2637 of 2010 in SLP No.7388-97 of 2010 dated 25-03-2010 and orders from the Government from time to time. 11. Creamy Layer : In terms of G.O.Ms.No.8, Backward Classes Welfare (OP) Department dated 13-11-2014 of Government of Telangana, the candidates claiming to be belonging to Backward Classes have to produce a Certificate regarding their exclusion from the Creamy Layer from the competent authority (Tahsildar). The Certificate of exclusion from Creamy Layer has to be produced at the time of verification of certificates. B.C. Candidates whose Parent’s income is less than 6.00 Lakhs per annum come under NonCreamy Layer. a) The candidates belonging to Backward Classes, Scheduled Castes and Scheduled Tribes should submit the “Community & Date of Birth Certificate” issued by the competent authority (obtained from Government of Telangana State) to avail relaxation in age as per Annexure IV. The certificate must have been issued by the competent authority in terms of G.O.Ms.No.58, SW (J) Dept., dt.12-05-1997 r/w G.O.Ms.No.5 Scheduled Castes Development (POA.A2) Dept.,dt.08-08-2014, G.O.Ms.No.11 Scheduled Castes Development (POA.A2) Dept.,dt.17-09-2014 and G.O.Ms.No.2 Scheduled Castes Development (POA.A2) Dept.,dt.22-01-2015 in respect of SC & ST candidates and vide G.O.Ms.No.16, BCW (OP) Dept.,dt.11-03- 2015 and G.O.Ms.No.34 BCW (OP) Dept.,dt.08-10-2015 in respect of candidates belonging to Backward Classes issued by the competent authority i.e., from Tahsildars in the State of Telangana, not below the rank of Deputy Tahsildar. b) Only those candidates belonging to Backward Classes and who do not belong to the section of ‘Creamy layer’ as defined in G.O.Ms.No.8, Backward Classes Welfare Rc.No. 01/Rect./Admn-1/2016, dtd. 06-02-2016 Page 9 of 44 (OP) Department dated 13-11-2014 of Government of Telangana are eligible to avail quota of reservation. They should submit the certificate regarding their exclusion from the Creamy Layer from the competent authority (Tahsildar) along with Community Certificate as stated above. In case of failure to produce the Certificate on the day of verification of certificates, the candidate’s Candidature will be treated under “Open Competition”, if otherwise eligible. 12. The requisite educational qualification, age, physical standards, procedure to be followed for selection etc are given below. The candidates must read the instructions given in this notification as well as “Instructions for filling the online application” carefully in their own interest. 13. Eligibility Conditions: A. For the Posts Code nos. 11 & 12, both Men & Women are eligible and for Post Code Nos.13 to 14 & 16 to 17 only men are eligible. B. Age Limit: (General) a) i) For the post code nos. 11 to 14 & 16 : Must have attained the age of 21 years and must not have attained the age of 25 years as on 1st July, 2016 i.e., must have been born not earlier than 2nd July, 1991 and not later than 1st July, 1995. The Government of Telangana vide G.O.Ms.No.86, Home (Legal) Department, dated 21-12-2015, raised the maximum age limit by (3) years for a period of one year from the date of issue of G.O. This relaxation is in addition to the upper age limit as mentioned above. ii) For the post code no. 17 : Must have attained the age of 18 years and must not have attained the age of 30 years as on 1st July, 2016 i.e., must have been born not earlier than 2nd July, 1986 and not later than 1st July, 1998. The Government of Telangana vide G.O.Ms.No.86, Home (Legal) Department, dated 21-12-2015, raised the maximum age limit by (3) years for a period of one year from the date of issue of G.O. This relaxation is in addition to the upper age limit as mentioned above. Rc.No. 01/Rect./Admn-1/2016, dtd. 06-02-2016 Page 10 of 44 However, the upper age limit prescribed at Sl.No.13 (B) (a) above will be relaxable as under:- 1) Up to a maximum of five years if a candidate belongs to a Backward Class or a Scheduled Caste or a Scheduled Tribe. 2) Length of regular service limited up to a maximum of five years if a candidate is an employee of Telangana State Government (Employees of TSTRANSCO, Discoms, TSGENCO, State Road Transport Corporation and other Telangana State Corporations, Municipalities, Local bodies, public sector undertakings etc. are not entitled for age relaxation). The Service Certificate as shown in Annexure-V. 3) Three years in addition to the length of service rendered in the Army, Navy or Air Force of the Indian Union for the candidates who served in the Army, Navy or Air Force of the Indian Union. 4) Three years in addition to the length of service rendered as a whole time Cadet Corps Instructor in NCC provided the candidate rendered a minimum service of 6 months as a whole time Cadet Corps Instructor in NCC. 5) Up to a maximum of three years if a candidate is a retrenched temporary employee in the State Census Department with a minimum service of 6 months during 1991. iii) For the Post Code nos. 11 and 12 (For Women candidates): In the case of a widow, a divorced woman or a woman judicially separated from her husband, and who is not remarried, a) If she is a SC or ST, must have attained the age of 18 years and must not have attained the age of 40 years on 1st July, 2016 i.e., she must have been born not earlier than 2nd July, 1976 and not later than 1st July, 1998; The Government of Telangana vide G.O.Ms.No.86, Home (Legal) Department, dated 21-12-2015, raised the maximum age limit by (3) years for a period of one year from the date of issue of G.O. This relaxation is in addition to the upper age limit as mentioned above. b) in the case of all other categories i.e., other than SC & ST, the candidate must have attained the age of 18 years and must not have attained the age of 35 years as on 1st July, 2016 i.e., she must have been born not earlier than 2nd July, 1981 and not later than 1st July, 1998. The Government of Telangana vide G.O.Ms.No.86, Home (Legal) Department, dated 21-12-2015, raised the maximum age limit by (3) years for a period of one year from the date of issue Rc.No. 01/Rect./Admn-1/2016, dtd. 06-02-2016 Page 11 of 44 of G.O. This relaxation is in addition to the upper age limit as mentioned above. Women candidate claiming above age by virtue of being either a widow or a divorcee or a woman judicially separated as shown above should produce the following documentary evidence. (i) In case of widow, death certificate of her husband together with the affidavit that she has not re-married since. (ii) In case of divorced women and women judicially separated from their husbands, a certified copy of the judgment/decree of the appropriate court to prove the fact of divorce or the judicial separation, as the case may be, along with an affidavit that they have not re-married since. Save as provided above, the age limits prescribed can in no case be relaxed. NOTE: - The Name and date of birth accepted by the TSLPRB is that entered in the Secondary School Certificate or Matriculation or an equivalent examination certificate. No other document relating to age like horoscopes, affidavits, birth extracts from Municipal Corporation, service records and the like will be accepted. C. i) Minimum Educational Qualification: The candidate must hold, as on 1st July, 2016, a Degree awarded by any University in India, established or incorporated by or under a Central Act, Provisional Act of State or of any institution recognised by the University Grants Commission or any other equivalent qualification. In the case of a candidate belonging to Scheduled Castes or Scheduled Tribes, as on 1st July, 2016, he/she must have passed Intermediate or any other examination recognized by the Telangana State Government as being equivalent to Intermediate and should have studied 3 years Degree course. ii) Distance Education : The candidates who have obtained Degree through Open Universities / Distance Education mode are required to have recognition by the University Grants Commission / AICTE / Distance Education Council as the case may be. Unless such Degrees had been recognized by the relevant Statutory Authority, they will not be accepted for purpose of Educational Qualification. The onus of Proof of recognition by the relevant Statutory Authority that their Degrees / Universities have been recognized rests with the candidate. Medical Standards : a) Eye Sight : Visual Standards required for the above selection shall be as follows: i) Right Eye Left Eye (i) Distant Vision -- 6/6 6/6 (ii) Near Vision -- 0/5 0/5 (Snellen) (Snellen) ii) Each eye must have a full field of vision. iii) Colour blindness, squint or any morbid condition of the eye or lids of either eye shall be deemed to be a disqualification. b) The candidate should possess sound health and be free from any bodily defect or infirmity which will render him unfit for the posts notified. c) Candidates who have the following ailments or defects will not be considered for recruitment to any post specified in this rule i) Physically handicapped ii) Knocking-knees, pigeon chest, flat foot, Vericose veins, Hammer toes, fractured limbs, decayed teeth, stammering, hard of hearing and abnormal psychological behaviour. NOTE : In order to prevent disappointment, candidates are advised to have themselves examined by a Civil Surgeon before applying for the examination to ensure that they meet the prescribed Physical and Medical Standards. 14. CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION: The candidates applying for the examination should ensure themselves that they fulfill all the eligibility conditions for admission to the examination. Their admission at all the stages of the examination will be purely provisional and subject to satisfying the prescribed eligibility conditions. Mere issue of Hall Ticket to the candidate will not imply that his/her candidature has been finally cleared by the Board. Note: The candidates who possess higher qualification than the prescribed one will also be considered for selection on par with the candidates who possess the prescribed qualification. Selection Procedure/Scheme: - The Selection Procedure/Scheme of the Exam will be as follows: A) Preliminary Written Test: Candidates shall be required to appear for the Preliminary Written Test in one paper (three hours duration) as given below. The syllabus for PWT is given at Annexure – II (A). NOTE: 1) The minimum marks to be secured by the candidates in order to qualify in the Preliminary Written Test in the paper is 40% for OCs, 35% for BCs and 30% for SCs/STs/Ex-Servicemen. 2) Questions in the Paper will be objective in nature and will be set in English, Telugu and Urdu languages. Candidates have to answer the questions on an OMR answer sheet using Blue / Black Ball Point pen only. For this purpose candidates should bring Blue / Black Ball Point pens along with them. Intimation Letter :- The candidates qualified in the Preliminary Written Test will be informed the dates for downloading the Intimation letter through the website (www.tslprb.in) for appearing the PMT/PET with details of Venue, Date and Time. At the time of attending for PMT/PET, after verification of relevant certificates, Admit card will be issued to the candidates for appearing in PMT, PET and Final written examination. B) Physical Measurements Test (PMT): The candidates qualified in the above preliminary written test have to undergo Physical Measurements Test and should meet the following requirements. i) For the post code nos. 11 to 14 & 16 to 17 (Men) : a) Height: Must not be less than 167.6 cms. b) Chest: Must not be less than 86.3 cms round the chest on full inspiration with a minimum expansion of 5 cms. All the three (3) items put together will carry 125 marks. D) Final Written Examination: Candidates who qualify in the Physical Efficiency Test will be required to appear for a Final Written Examination in four papers (each of three hours duration) as given below. Candidates have to answer the questions on an OMR answer sheet using Blue / Black Ball Point pen only. For this purpose candidates should bring Blue / Black Ball Point pens along with them. 3) Papers III and IV are qualifying in nature for the post code nos. 12 to 14 & 16 only and the marks secured in these papers i.e., III & IV will not be taken into account for final selection. The cases of the candidates who do not secure the minimum qualifying marks in these papers will not be considered further in the selection process irrespective of their performance in papers I & II. 4) Papers III and IV referred above will include questions that are subjective and objective in nature. They have to answer the questions using blue / black pen. 5) In Paper IV, the candidates can choose to have one of the languages i.e., either Telugu or Urdu and should indicate their choice as and when asked for. Option once exercised will be final and a candidate will not be allowed to change it subsequently. 6) The appearance in all the Tests and Written Examination, as per rules is compulsory. Absence in any of the above Tests / Examination, will automatically render his/her candidature as disqualified. 7) Mere securing minimum qualifying marks does not vest any right in a candidate for being considered for selection. E) Final Selection: i) For Post Code Nos. 11 (Men & Women) and 17 : The final selection of the candidates will be made strictly on relative merit, as obtained by them based on their score in the final written examination (Papers I, II, III and IV) for a total of 600 marks and as per the provisions of “The Andhra Pradesh Public Employment (Organization of Local Cadres and Regulation of Direct Recruitment) Order, 1975” and as per G.O. Ms. No. 124 General Administration (SPF.A) Dept., dated 07-03-2002 while filling up the vacancies, the first 30% of posts should be filled following combined merit list of locals and non-locals and thereafter, the remaining 70% of the posts shall be filled up by locals only. Rc.No. 01/Rect./Admn-1/2016, dtd. 06-02-2016 Page 17 of 44 ii) For Post Code No. 12 (Men & Women) : The final selection of the candidates will be made strictly on relative merit, as obtained by them based on their score in the final written examination (Papers I and II (for 200 marks) and Physical Efficiency Test (for 125 marks) totaling to 325 marks and as per the provisions of “The Andhra Pradesh Public Employment (Organization of Local Cadres and Regulation of Direct Recruitment) Order, 1975” and as per G.O. Ms. No. 124 General Administration (SPF.A) Dept., dated 07-03-2002 while filling up the vacancies, the first 30% of posts should be filled following combined merit list of locals and non-locals and thereafter, the remaining 70% of the posts shall be filled up by locals only. iii) For Post Code Nos. 13 to 14 & 16 : The final selection of the candidates will be made strictly on relative merit, as obtained by them based on their score in the final written examination (Papers I and II) (for 200 marks) and Physical Efficiency Test (for 125 marks) totalling to 325 marks. The provision of “The Andhra Pradesh Public Employment (Organization of Local cadres and regulation of direct recruitment) Order, 1975”, the rule of reservation to local candidates is not applicable. F) Preference: When two or more candidates in a particular category obtain equal marks, preference will be given to the candidate who was born earlier. 16. Reservation to local candidates: Reservation to local candidates is applicable as provided in the Rules and as amended from time to time as in force on the date of notification. The candidates claiming reservation as local candidates should enclose the required Study certificates (from VII class to X class (or) from IV class to X class, in case he/she is not studied from VII class to X class in one particular zone). Residence Certificate in the proforma only should be enclosed for those candidates who have not studied in any Educational Institutions, as the case may be. Definition of local candidate (i) “Local Candidate” means a candidate for direct recruitment to any post in relation to that Local area where he/she has studied in Educational Institution(s) for not less than four consecutive academic years prior to and including the year in which he/she appeared for SSC or its equivalent examination. If however, he/she has not studied in any educational institution during the above four years period, it is enough if he/she has resided in that area which is claimed as his/her local area during the above said period. Rc.No. 01/Rect./Admn-1/2016, dtd. 06-02-2016 Page 18 of 44 (ii) In case the candidate does not fall within the scope of the above it will be considered if he/she has studied for a period of not less than seven years prior to and inclusive of the year in which he/she has studied for the maximum period out of the said period of seven years and where the period of his/her study in two or more local areas are equal such local area where he/she has studied last (in such local area) will be taken for determining the local candidature. Similarly, if he/she has not studied during the above said period in any Educational Institution(s) the place of residence during the above period will be taken into consideration and local candidature determined with the reference to the maximum period of residence or in the case of equal period where he/she has resided last. (iii) If the claim for local candidature is based on study, the candidate is required to produce a certificate from the Educational Institution (s) where he /she has studied during the said 4 years period i.e., from VII class to X class (or) 7 years period i.e., from IV class to X class, in case he/she is not studied from VII class to X class in one particular zone in Annexure-III (A). If, however, it is based on residence, a certificate should be submitted as prescribed in Annexure-III (B) obtained from an officer of the Revenue Department not below the rank of a Tahsildar in independent charge of a Mandal. (iv) If, however, a candidate has resided in more than one Mandal during the relevant four/seven years period but within the same Zone separate certificates from the Mandal Revenue Officers exercising jurisdiction has to be obtained in respect of different areas. Note: a) Single certificate, whether of study or residence would suffice for enabling the candidate to apply as a “Local Candidate” b) RESIDENCE CERTIFICATE WILL NOT BE ACCEPTED, IF A CANDIDATE HAS STUDIED IN ANY EDUCATIONAL INSTITUTION UPTO SSC OR EQUIVALENT EXAMINATION. SUCH CANDIDATES HAVE TO PRODUCE STUDY CERTIFICATES ONLY INVARIABLY. THE CANDIDATES, WHO ACQUIRED DEGREE FROM OPEN UNIVERSITIES WITHOUT STUDYING SSC/MATRICULATION OR EQUIVALENT IN EDUCATIONAL INSTITUTIONS, HAVE TO SUBMIT RESIDENCE CERTIFICATE ONLY. The Local Reservation shall be followed in terms of para (8) of AP Public Employment (Organization of Local Cadres and Regulation of Direct recruitment), Order No. 1975 (G.O.P.No.674, GA (SPF.A) Dept., dated 28-10-1975, and any orders as and when appropriate authority issued under Article 371 D r/w Section 97 of A.P. State ReOrganization Act, 2014 from time to time. 18. A) Percentage of Quotas in Special Categories: i) For Post Code Nos. 11 and 14 : 2% for Meritorious Sports Persons (MSP), 3% for NCC, 5% for Police Executive (PE), 1% for Police Ministerial (PM), 2% for Children of Police Personnel (CPP) and 2% for CDI. ii) For Post Code Nos. 12 and 13 : 2% for Meritorious Sports Persons (MSP), 3% for NCC, 7% for Police Executive (PE), 1% for Police Ministerial (PM), 2% for Children of Police Personnel (CPP) and 2% for CDI. iii) For Post Code No. 16 : 2% for Meritorious Sports Persons (MSP), 2% for NCC, 5% for Members of Special Protection Force, 3% for Children of SPF members including retired/deceased/incapacitated members. NOTE : 1) In the quota of MSP set apart for sports reservation for meritorious sports persons, individual events have to be given preference over team events within a priority. 2) Participation at higher level shall be considered only when it is supported by winning medals at the lower level. Rc.No. 01/Rect./Admn-1/2016, dtd. 06-02-2016 Page 20 of 44 3) The Eligibility Certificates issued by the Committee appointed by the Sports Authority shall be valid for the present notification only, which shall be mentioned in the certificate by the Issuing authority. B) Special Categories : Candidates who claim reservation / quota under following special categories should satisfy the following condition:- i) Police Executive – Police Constables, Head Constables and Assistant Sub Inspectors of Police working in Telangana State Police Dept., who are approved probationers and who have completed three years of service as on the date of notification will come under this special category. The period rendered as Stipendiary Cadet Trainee shall not be counted for the purpose of service. Note: Candidates who fall under any of the following categories will not be considered for quota under ‘Police Executive’ (PE) a) Any major punishment in the entire service. b) Minor punishments - three or more in the entire service. c) Any punishment under operation d) Under suspension or facing an oral enquiry e) Declared as deserter from service f) Compulsorily retired or removed from service ii) Police Ministerial – Persons working in Telangana State Police Department in the ranks which correspond to the following categories as specified in Rule 2 of Ministerial Service Rules, 1998 as applicable to State of Telangana will come under this special category, provided they are approved probationers and have completed three years of service as on the date of notification: a) Categories (2) and (3) of Class – A b) Categories (2) and (4) of Class – B Note: Candidates who fall under any of the following categories will not be considered for quota under ‘Police Ministerial’ (PM) a) Any major punishment in the entire service. b) Minor punishments - three or more in the entire service. c) Any punishment under operation Rc.No. 01/Rect./Admn-1/2016, dtd. 06-02-2016 Page 21 of 44 d) Under suspension or facing an oral enquiry e) Compulsorily retired or removed from service iii) Members of Special Protection Force – Members enrolled as Permanent members of the Special Protection Force in any class and category of Special Protection Force service including Ministerial Service and who have completed three years of service as on the date of notification will come under this special category. The period rendered as Stipendiary Cadet Trainee shall not be counted for purpose of service. Note : Candidates who fall under any of the following categories will not be considered for quota under “Members of Special Protection Force.” a) Any major punishment in the entire service. b) Minor punishments - three or more in the entire service. c) Any punishment under currency d) Under suspension or facing an oral enquiry e) Dismissed, Compulsorily retired or removed from service iv) MSP (Meritorious Sports Person) – Persons who satisfy the definition in Clause (19) of Rule 2 of State and Subordinate Service Rules, 1996 as applicable to the State of Telangana and who possess the necessary certificate issued by the competent authority as on the date of notification will come under this special category. This special category is sub-divided as below: Category (1) A sportsman who won medals or represented India in an International Competition / Multinational Competition in one of the recognized Games/Sports. Category (2) A sportsman who won medals or represented a State in India in a National Competition in one of the recognized Games/Sports. Category (3) A sportsman who won medals or represented a University from State of Telangana in the Inter-University Competition at National level / Zonal level / Regional level in one of the recognized Games/Sports. Category (4) A sportsman who won medals or i) represented a State School Team in the National Games for School children in one of the recognized Games/Sports /representation at Regional & State level. Persons who come under category (1) above will be preferred initially to fill the vacancies under MSP special category. If vacancies still remain unfilled, then the candidates who possess NCC ‘A’ certificate will be considered. vi) CPP – Children of Police Personnel up to the rank of Inspector of Police in service in T.S. Police Department as well as Children of Police Personnel up to the rank of Inspector of Police, who after serving in the T.S. Police Dept. have, either retired or died, will come under this special category. Police Department who (a) died due to violent action of extremists/Criminals/anti-social elements or (b) were incapacitated and were retired on medical invalidation due to violent action of the extremists/ criminals/anti-social elements and (2) Children of Police personnel of T.S. Police Department who (a) died due to violence while on duty or (b) were incapacitated and were retired on medical invalidation due to violence while on duty. viii) CSPF - Children of SPF members including Retired / Deceased / Incapacitated members – Children of permanent serving members of special protection force upto the rank of Inspector including children of retired, deceased, incapacitated or compulsory retired on medical invalidation shall come under this special category. NOTE:- Children of members of Special Protection Force who were compulsory retired, removed or dismissed from service as a measure of punishment shall not be considered under this special category. 19. CERTIFICATES / ANNEXURES : a) Candidates who claim reservation/quota under Police Executive (PE) , Police Ministerial (PM), Members of SPF, CPP, CDI, CSPF, NCC, should satisfy the above conditions and submit the required certificates as per annexure VI, VII, VIII, IX, X, XI respectively. The certificate (s) pertaining to the above special categories should be obtained on or after the date of notification from the competent authority. The certificate obtained before the date of notification is not valid and will not be entertained. b) Candidates who claim reservation / quota under Meritorious Sports Person (MSP) should satisfy the above conditions and submit the certificate issued by the competent authority and in the form prescribed in G.O. Ms No. 74 Youth Advancement, Tourism & Culture (Sports) Department, dated 09-08-2012 as per Annexure XII, XIII, XIV & XV. c) Candidates who claim reservation / quota under NCC (A/B/C) should submit the necessary certificate issued by the competent authority. The Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975 will apply to the special categories also for the applicable posts. 21. Candidates who claim reservation as Ex-Servicemen should satisfy the conditions mentioned in sub-clause (16) of Rule 2 of State and Subordinate Service Rules, 1996 as applicable to the State of Telangana as per the A.P., Re-organization Act, 2014 and having the necessary certificate from the competent authority. 22. The selection of the candidates will be provisional and subject to verification of the original certificates, antecedents, medical fitness and also outcome of the disciplinary proceedings if any pending against the serving employees. 23. Mere admission to any test or inclusion of a candidate’s name in a Merit List shall not confer on him any right for selection/appointment to such service, class or category. The provisional selection of the candidates to the posts mentioned in this Notification, are subject to the following requirements:- 24. Antecedents verification: No person shall be eligible for appointment to any service by direct recruitment unless he satisfies the selection authority as well as the appointing authority that his character, antecedents and medical fitness are such as to qualify him for such service. 25. Disqualification for appointment: The candidates falling under the following categories shall be disqualified for selection/appointment, under the rules. (i) Suppression of material facts (either in the application form or in the attestation form). (ii) If the candidate himself or through his relatives or friends or any other has canvassed or endeavored to enlist extraneous support whether from official or non-official sources for his candidature. (iii) A person (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any other person. Provided that the State Government may, if satisfied that such marriage is permissible under the personal law applicable to such person, exempt any person from the operation of this rule. (iv) A person who has been dismissed from the services of a State or Central Government or from the service of any Central or State Government undertaking or local body or other authority. (v) A person who has been convicted for any offence in any court of law. (vi) A person who is involved in an offence involving moral turpitude. Suppression of material facts or withholding any factual information in the Application or Attestation form (which would be supplied to the candidates declared provisionally selected) will disqualify the candidate from being considered for appointment. In the event of any information being found false or incorrect or ineligibility being detected at any time even after appointment, he/she will be discharged from service forthwith by the appointing authority without giving any notice. 27. The candidates who are provisionally selected to the posts of Police department will be appointed to the regular posts only on successful completion of Induction training. 28. The candidates who were provisionally selected for any one of the post specified in this notification and is an employee of Telangana State Government / any other State Government / Central Government / any Government undertaking can join training only after relief / resignation in the earlier service. 29. Time limit for submission of attestation forms (or) other relevant documents (or) attend medical examination (or) join the training: The candidates who are provisionally selected for any one of the post specified in this notification will be asked to submit an attestation form, produce other relevant documents and attend medical examination on a specified date. The candidates who become eligible to be sent for training will be asked to join the training on a specified date. If any candidate fails to respond and submit the necessary form or document or attend the medical examination or join the training on a specified date, his/her provisional selection may be cancelled without prior notice to the candidate. 30. Stipend and Allowance: During the period of institutional training (for post code nos. 11 to 14) (regular as well as extended) candidates shall be eligible for stipend as fixed by the Government from time to time. On successful completion of training, they will be appointed in the regular post in the Time Scale of Pay as mentioned below. 31. Scale of pay: (a) Post Code Nos. 11 to 14 & 16 : Rs. 28,940-78910/- (b) Post Code No. 17 : Rs. 26,600-77030/- 32. The employees who are appointed on or after 01-09-2004 are covered by the Contributory Pension Scheme. The existing Pension Scheme as per Revised Pension Rules, 1980 as applicable to the State of Telangana will not be applicable to them. Rc.No. 01/Rect./Admn-1/2016, dtd. 06-02-2016 Page 26 of 44 33. After paying the Fee, the candidate will be able to fill his/her application form online. 7. Candidates can use the "Apply Online" in the main menu option to fill his/her application form online. 8. False information and Suppression or Concealment of facts will result in disqualification and liable for prosecution. 9. Once the candidate submits the application, no corrections can be made. Hence candidates are requested to carefully verify the details before submission. 10. After successful completion of Online Application the candidate will receive an email/SMS alert. (Check SPAM folder of your email account if you have not received it in INBOX). 11. Candidates are expected to behave in orderly and disciplined manner while appearing for the examination. FEE STRUCTURE: a) Payment of Fee - The applicants belonging to OCs/BCs shall pay a fee of Rs. 500/- (Rupees five hundred only) and those belonging to SCs/STs shall pay a fee of Rs.250/- (Rupees two hundred and fifty only) towards Application Processing and Examinations. b) Mode of Payment of Fee: I Step: The candidate has to visit any of the Mee Seva (e-Seva) / TS Online / AP Online centers to pay the prescribed Registration Fee by providing his / her Basic personal details like Name, Father Name, Date of Birth, Mobile Number, Community, Gender and SSC Hall Ticket Number or its equivalent and other details etc.. The candidate may also pay through Payment Gateway (Credit card/Debit card/ Internet Banking) and can submit online application form at www.tslprb.in. II Step: After receiving the Payment Receipt from Mee Seva (e-Seva) / TS Online / AP Online, the candidate has to visit the website www.tslprb.in to submit the online application form. Even after making payment of fee, candidate fails to submit the Online Application Form, such applications shall be rejected without giving any notice and fee once paid will not be refunded in any case. 4. GENERAL INSTRUCTIONS: 1) The candidates are required to go through the Notification carefully and decide themselves as to their eligibility for this recruitment before applying and enter the particulars completely ONLINE. No relevant column of the application form should be left blank; otherwise the application form will not be accepted. 2) The Telangana State Level Police Recruitment Board (TSLPRB) is not responsible, for any discrepancy in the application particulars while submitting the form through online. In case at a later date if it is found that any false information is provided, punitive action will be taken as per law. 7) All the testimonials issued by the competent authorities shall compulsorily be produced as and when required. If the candidate fails to produce the same, his/her candidature will be rejected / disqualified without any further correspondence. 8) The claim of the candidates with regard to the Age, Date of birth, educational qualifications, community etc., are accepted only provisionally on the information furnished by them in their application form and certificates produced, subject to verification and satisfaction of the TSLPRB. Mere admission to any test or inclusion of the name of a candidate in a Merit List will not confer on the candidate any right for selection. Relaxation in upper age limit (as given in para 13 (B) (a) and / or reservation to ‘BC-E group’ will be subject to the adjudication of the litigation pending before the Honourable Courts including final orders in Civil Appeal No(s). 2628-2637 of 2010 in SLP No.7388-97 of 2010 dated 25-03-2010 and orders from the Government from time to time. 11. Creamy Layer : In terms of G.O.Ms.No.8, Backward Classes Welfare (OP) Department dated 13-11-2014 of Government of Telangana, the candidates claiming to be belonging to Backward Classes have to produce a Certificate regarding their exclusion from the Creamy Layer from the competent authority (Tahsildar). The Certificate of exclusion from Creamy Layer has to be produced at the time of verification of certificates. B.C. They should submit the certificate regarding their exclusion from the Creamy Layer from the competent authority (Tahsildar) along with Community Certificate as stated above. In case of failure to produce the Certificate on the day of verification of certificates, the candidate’s Candidature will be treated under “Open Competition”, if otherwise eligible. 12. The requisite educational qualification, age, physical standards, procedure to be followed for selection etc are given below. The candidates must read the instructions given in this notification as well as “Instructions for filling the online application” carefully in their own interest. 13. Eligibility Conditions: A. For the Posts Code nos. 11 & 12, both Men & Women are eligible and for Post Code Nos.13 to 14 & 16 to 17 only men are eligible. B. Age Limit: (General) a) i) For the post code nos. 11 to 14 & 16 : Must have attained the age of 21 years and must not have attained the age of 25 years as on 1st July, 2016 i.e., must have been born not earlier than 2nd July, 1991 and not later than 1st July, 1995. The Government of Telangana vide G.O.Ms.No.86, Home (Legal) Department, dated 21-12-2015, raised the maximum age limit by (3) years for a period of one year from the date of issue of G.O. This relaxation is in addition to the upper age limit as mentioned above. ii) For the post code no. 17 : Must have attained the age of 18 years and must not have attained the age of 30 years as on 1st July, 2016 i.e., must have been born not earlier than 2nd July, 1986 and not later than 1st July, 1998. The Government of Telangana vide G.O.Ms.No.86, Home (Legal) Department, dated 21-12-2015, raised the maximum age limit by (3) years for a period of one year from the date of issue of G.O. This relaxation is in addition to the upper age limit as mentioned above. Rc.No. 01/Rect./Admn-1/2016, dtd. 06-02-2016 Page 10 of 44 However, the upper age limit prescribed at Sl.No.13 (B) (a) above will be relaxable as under:- 1) Up to a maximum of five years if a candidate belongs to a Backward Class or a Scheduled Caste or a Scheduled Tribe. 2) Length of regular service limited up to a maximum of five years if a candidate is an employee of Telangana State Government (Employees of TSTRANSCO, Discoms, TSGENCO, State Road Transport Corporation and other Telangana State Corporations, Municipalities, Local bodies, public sector undertakings etc. are not entitled for age relaxation). The Service Certificate as shown in Annexure-V. 3) Three years in addition to the length of service rendered in the Army, Navy or Air Force of the Indian Union for the candidates who served in the Army, Navy or Air Force of the Indian Union. 4) Three years in addition to the length of service rendered as a whole time Cadet Corps Instructor in NCC provided the candidate rendered a minimum service of 6 months as a whole time Cadet Corps Instructor in NCC. 5) Up to a maximum of three years if a candidate is a retrenched temporary employee in the State Census Department with a minimum service of 6 months during 1991. iii) For the Post Code nos. 11 and 12 (For Women candidates): In the case of a widow, a divorced woman or a woman judicially separated from her husband, and who is not remarried, a) If she is a SC or ST, must have attained the age of 18 years and must not have attained the age of 40 years on 1st July, 2016 i.e., she must have been born not earlier than 2nd July, 1976 and not later than 1st July, 1998; The Government of Telangana vide G.O.Ms.No.86, Home (Legal) Department, dated 21-12-2015, raised the maximum age limit by (3) years for a period of one year from the date of issue of G.O. This relaxation is in addition to the upper age limit as mentioned above. b) in the case of all other categories i.e., other than SC & ST, the candidate must have attained the age of 18 years and must not have attained the age of 35 years as on 1st July, 2016 i.e., she must have been born not earlier than 2nd July, 1981 and not later than 1st July, 1998. The Government of Telangana vide G.O.Ms.No.86, Home (Legal) Department, dated 21-12-2015, raised the maximum age limit by (3) years for a period of one year from the date of issue Rc.No. 01/Rect./Admn-1/2016, dtd. 06-02-2016 Page 11 of 44 of G.O. This relaxation is in addition to the upper age limit as mentioned above. Women candidate claiming above age by virtue of being either a widow or a divorcee or a woman judicially separated as shown above should produce the following documentary evidence. (i) In case of widow, death certificate of her husband together with the affidavit that she has not re-married since. (ii) In case of divorced women and women judicially separated from their husbands, a certified copy of the judgment/decree of the appropriate court to prove the fact of divorce or the judicial separation, as the case may be, along with an affidavit that they have not re-married since. Save as provided above, the age limits prescribed can in no case be relaxed. NOTE: - The Name and date of birth accepted by the TSLPRB is that entered in the Secondary School Certificate or Matriculation or an equivalent examination certificate. No other document relating to age like horoscopes, affidavits, birth extracts from Municipal Corporation, service records and the like will be accepted. C. i) Minimum Educational Qualification: The candidate must hold, as on 1st July, 2016, a Degree awarded by any University in India, established or incorporated by or under a Central Act, Provisional Act of State or of any institution recognised by the University Grants Commission or any other equivalent qualification. In the case of a candidate belonging to Scheduled Castes or Scheduled Tribes, as on 1st July, 2016, he/she must have passed Intermediate or any other examination recognized by the Telangana State Government as being equivalent to Intermediate and should have studied 3 years Degree course. ii) Distance Education : The candidates who have obtained Degree through Open Universities / Distance Education mode are required to have recognition by the University Grants Commission / AICTE / Distance Education Council as the case may be. Unless such Degrees had been recognized by the relevant Statutory Authority, they will not be accepted for purpose of Educational Qualification. The onus of Proof of recognition by the relevant Statutory Authority that their Degrees / Universities have been recognized rests with the candidate. Medical Standards : a) Eye Sight : Visual Standards required for the above selection shall be as follows: i) Right Eye Left Eye (i) Distant Vision -- 6/6 6/6 (ii) Near Vision -- 0/5 0/5 (Snellen) (Snellen) ii) Each eye must have a full field of vision. iii) Colour blindness, squint or any morbid condition of the eye or lids of either eye shall be deemed to be a disqualification. b) The candidate should possess sound health and be free from any bodily defect or infirmity which will render him unfit for the posts notified. c) Candidates who have the following ailments or defects will not be considered for recruitment to any post specified in this rule i) Physically handicapped ii) Knocking-knees, pigeon chest, flat foot, Vericose veins, Hammer toes, fractured limbs, decayed teeth, stammering, hard of hearing and abnormal psychological behaviour. NOTE : In order to prevent disappointment, candidates are advised to have themselves examined by a Civil Surgeon before applying for the examination to ensure that they meet the prescribed Physical and Medical Standards. 14. CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION: The candidates applying for the examination should ensure themselves that they fulfill all the eligibility conditions for admission to the examination. Their admission at all the stages of the examination will be purely provisional and subject to satisfying the prescribed eligibility conditions. Selection Procedure/Scheme: - The Selection Procedure/Scheme of the Exam will be as follows: A) Preliminary Written Test: Candidates shall be required to appear for the Preliminary Written Test in one paper (three hours duration) as given below. The syllabus for PWT is given at Annexure – II (A). NOTE: 1) The minimum marks to be secured by the candidates in order to qualify in the Preliminary Written Test in the paper is 40% for OCs, 35% for BCs and 30% for SCs/STs/Ex-Servicemen. 2) Questions in the Paper will be objective in nature and will be set in English, Telugu and Urdu languages. Candidates have to answer the questions on an OMR answer sheet using Blue / Black Ball Point pen only. For this purpose candidates should bring Blue / Black Ball Point pens along with them. Intimation Letter :- The candidates qualified in the Preliminary Written Test will be informed the dates for downloading the Intimation letter through the website (www.tslprb.in) for appearing the PMT/PET with details of Venue, Date and Time. At the time of attending for PMT/PET, after verification of relevant certificates, Admit card will be issued to the candidates for appearing in PMT, PET and Final written examination. B) Physical Measurements Test (PMT): The candidates qualified in the above preliminary written test have to undergo Physical Measurements Test and should meet the following requirements. i) For the post code nos. 11 to 14 & 16 to 17 (Men) : a) Height: Must not be less than 167.6 cms. b) Chest: Must not be less than 86.3 cms round the chest on full inspiration with a minimum expansion of 5 cms. The provision of “The Andhra Pradesh Public Employment (Organization of Local cadres and regulation of direct recruitment) Order, 1975”, the rule of reservation to local candidates is not applicable. F) Preference: When two or more candidates in a particular category obtain equal marks, preference will be given to the candidate who was born earlier. 16. Reservation to local candidates: Reservation to local candidates is applicable as provided in the Rules and as amended from time to time as in force on the date of notification. The candidates claiming reservation as local candidates should enclose the required Study certificates (from VII class to X class (or) from IV class to X class, in case he/she is not studied from VII class to X class in one particular zone). Residence Certificate in the proforma only should be enclosed for those candidates who have not studied in any Educational Institutions, as the case may be. Definition of local candidate (i) “Local Candidate” means a candidate for direct recruitment to any post in relation to that Local area where he/she has studied in Educational Institution(s) for not less than four consecutive academic years prior to and including the year in which he/she appeared for SSC or its equivalent examination. CERTIFICATES / ANNEXURES : a) Candidates who claim reservation/quota under Police Executive (PE) , Police Ministerial (PM), Members of SPF, CPP, CDI, CSPF, NCC, should satisfy the above conditions and submit the required certificates as per annexure VI, VII, VIII, IX, X, XI respectively. The certificate (s) pertaining to the above special categories should be obtained on or after the date of notification from the competent authority. The certificate obtained before the date of notification is not valid and will not be entertained. b) Candidates who claim reservation / quota under Meritorious Sports Person (MSP) should satisfy the above conditions and submit the certificate issued by the competent authority and in the form prescribed in G.O. Candidates who claim reservation as Ex-Servicemen should satisfy the conditions mentioned in sub-clause (16) of Rule 2 of State and Subordinate Service Rules, 1996 as applicable to the State of Telangana as per the A.P., Re-organization Act, 2014 and having the necessary certificate from the competent authority. 22. The selection of the candidates will be provisional and subject to verification of the original certificates, antecedents, medical fitness and also outcome of the disciplinary proceedings if any pending against the serving employees. 23. Mere admission to any test or inclusion of a candidate’s name in a Merit List shall not confer on him any right for selection/appointment to such service, class or category. The provisional selection of the candidates to the posts mentioned in this Notification, are subject to the following requirements:- 24. Antecedents verification: No person shall be eligible for appointment to any service by direct recruitment unless he satisfies the selection authority as well as the appointing authority that his character, antecedents and medical fitness are such as to qualify him for such service. 25. Disqualification for appointment: The candidates falling under the following categories shall be disqualified for selection/appointment, under the rules. (i) Suppression of material facts (either in the application form or in the attestation form). (ii) If the candidate himself or through his relatives or friends or any other has canvassed or endeavored to enlist extraneous support whether from official or non-official sources for his candidature. (iii) A person (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any other person. Provided that the State Government may, if satisfied that such marriage is permissible under the personal law applicable to such person, exempt any person from the operation of this rule. (iv) A person who has been dismissed from the services of a State or Central Government or from the service of any Central or State Government undertaking or local body or other authority. (v) A person who has been convicted for any offence in any court of law. (vi) A person who is involved in an offence involving moral turpitude. Suppression of material facts or withholding any factual information in the Application or Attestation form (which would be supplied to the candidates declared provisionally selected) will disqualify the candidate from being considered for appointment. In the event of any information being found false or incorrect or ineligibility being detected at any time even after appointment, he/she will be discharged from service forthwith by the appointing authority without giving any notice. 27. The candidates who are provisionally selected to the posts of Police department will be appointed to the regular posts only on successful completion of Induction training. 28. The candidates who were provisionally selected for any one of the post specified in this notification and is an employee of Telangana State Government / any other State Government / Central Government / any Government undertaking can join training only after relief / resignation in the earlier service. 29. Time limit for submission of attestation forms (or) other relevant documents (or) attend medical examination (or) join the training: The candidates who are provisionally selected for any one of the post specified in this notification will be asked to submit an attestation form, produce other relevant documents and attend medical examination on a specified date. The candidates who become eligible to be sent for training will be asked to join the training on a specified date. If any candidate fails to respond and submit the necessary form or document or attend the medical examination or join the training on a specified date, his/her provisional selection may be cancelled without prior notice to the candidate. 30. Stipend and Allowance: During the period of institutional training (for post code nos. 11 to 14) (regular as well as extended) candidates shall be eligible for stipend as fixed by the Government from time to time. On successful completion of training, they will be appointed in the regular post in the Time Scale of Pay as mentioned below. 31. Scale of pay: (a) Post Code Nos. 11 to 14 & 16 : Rs. 28,940-78910/- (b) Post Code No. 17 : Rs. 26,600-77030/- 32. The employees who are appointed on or after 01-09-2004 are covered by the Contributory Pension Scheme. SELECTION BOARD’S DECISION TO BE FINAL : The decision of the TSLPRB in all aspects and all respects pertaining to the application and its acceptance or rejection as the case may be, conduct of examination and at all consequent stages culminating in the selection or otherwise of any candidate shall be final in all respects. The TSLPRB also reserves its right to alter and modify time and conditions laid down in the notification for conducting the recruitment at various stages up to selection, duly intimating details thereof to all concerned, as warranted by any unforeseen circumstances arising during the course of this recruitment process or as deemed necessary by the TSLPRB at any stage of the recruitment.
